Notice to Bidders – Deck Replacement Bid Proposal – Due March 29, 2022, 10:00 a.m.

Cuming County issued the following announcement on Mar. 3.

Sealed bids will be received by the Cuming County Clerk until Tuesday, March 29, 2022, at 10:00 a.m., for the labor and materials necessary to replace the existing concrete decks on (3) different projects. The bids will be opened by the Board of Supervisors on Tuesday, March 29, 2022, at 10:15 a.m. during their regularly scheduled meeting. The bid will be awarded by the Board of Supervisors on Wednesday, March 30, 2022, at 1:15 p.m. during their regularly scheduled meeting.

The projects are referred to as: Site #1 will be replacing the existing concrete deck on a 28’-3” x 79’-4” bridge located 2.5 miles west of Junction Highway 9 and N Road, bridge # is C002012425; Site #2 will be replacing the existing concrete deck on a 28’-3” x 60’-3” bridge located 2.8 miles east of Junction Highway 9 and N Road, bridge # is C002012435; Site #3 will be replacing the existing concrete deck on a 28’-7” x 25’-0” bridge locate 0.9 miles west of Junction Highway 9 and V Road, bridge # is C002000823, all located in Cuming County, Nebraska.

Site #1 project shall include pricing for removing the existing concrete deck, guardrail, sheet pile caps, cantilevers channels and east concrete approach slab; furnish labor and epoxy coated rebar to replace the east approach slab; furnish and install new cantilever channels, deck edges, deck-ends, sheet pile caps, galvanized conform and epoxy coated rebar; furnishing pump truck and screeding concrete; furnish and install new guardrail posts and thrie beam guardrail. Cuming County is responsible for furnishing and maintaining barricades, furnishing concrete, removal of salvage from the job sites, and any final work on the approaches.

Site #2 project shall include pricing for removing the existing concrete deck, guardrail, sheet pile caps and cantilevers; furnish materials and labor to repair the northeast corner of the bridge; furnish and install new cantilever channels, deck edges, deck ends, sheet pile caps, galvanized conform and epoxy coated rebar; furnishing pump truck and screeding concrete; furnish and install new guardrail posts and thrie beam guardrail. Cuming County is responsible for furnishing and maintaining barricades, furnishing concrete, removal of salvage from the job sites, and any final work on the approaches.

Copies of the Bid Documents and Specifications are open to public inspection at the office of the Cuming County Highway Superintendent, 200 South Lincoln Street, Room 202, West Point, Nebraska 68788. A set of documents may be obtained from the Cuming County Clerk, Cuming County Courthouse, 200 S Lincoln, Room 100, West Point, NE, 68788.  All Bid Proposals must be submitted on the forms furnished with the Bid Documents.

The sealed bids may be mailed or delivered to the Cuming County Clerk, Cuming County Courthouse, 200 South Lincoln Street, Room 100, West Point, Nebraska 68788, and should be plainly marked as, “Deck Replacement Bid Proposal”.

Along with its Bid Proposal, each bidder shall submit an unconditional Bid Bond or Certified Check made payable to the County Treasurer of Cuming County, Nebraska, in an amount equal to five (5) percent of the Bid Proposal.  Also, each bidder is to provide a Start of Construction date and an End of Construction date with their Bid Proposal. The desired completion date is October 31, 2022.  The successful bidder (i.e. Contractor) will be allowed sixty (60) calendar days for completion after beginning work, provided they do not exceed their specified completion date.

Within ten (10) days following the award of the Contract, the successful bidder shall furnish a surety bond or bonds in an amount equal to or greater than the full amount of the contract.  The surety and form of the bonds are subject to acceptance by the Cuming County Board of Supervisors.

Cuming County, in accordance with Title VI of the Civil Rights Act of 1964, 78 Stat. 252, 42 U.S.C. 2000d to 2000d-4 and Title 49, Code of Federal Regulations, Dept of Transportation, Subtitle A, Office of Secretary, Part 21, Nondiscrimination in Federally assisted programs of the Dept of Transportation issued pursuant to such Act, hereby notifies all bidden that it will affirmatively insure that in any contract entered into pursuant to this advertisement, minority business enterprises will be afforded full opportunity to submit bids in response to this invitation and will not be discriminated against on the grounds of race, color, or national origin, sex, age and disability/handicap in consideration for award.

The Cuming County Board of Supervisors reserves the right to reject any and all bids or to waive any irregularities in bids received.  Award of the Contract will be in accordance with the County Purchasing Act’s competitive bidding considerations as set forth in Neb.Rev.Stat. §§ 23-3110 to 23-3114.  Cuming County is an Equal Opportunity Employer.
